Library registration and personal identification are not transferable to another individual.
Library registration records and Mission College or other official identification cards are important personal information and should never be loaned to another individual.
Library records, including personal information and transaction histories, are confidential records under California state law. For purposes of conducting Library business, Library staff may view and discuss the contents of Library user records with other authorized Library staff members. Library staff will otherwise honor the confidentiality of Library records at all times with the exceptions below.
The content of Library records may be disclosed when either:
1. The Library Director accepts a written and notarized proxy user consent from a user requiring special consideration or accommodation. Examples of such proxy requests may include, but are not limited to, a disabled person or an underage student who clearly wishes an acquaintance or guardian to transact business on the student's behalf, or
2. A court order, court supoena, or other legal instrument is reviewed and executed by the Library Director. Under the U.S. Patriot Act of October 25, 2001 (Public Law No: 107-56, 115 STAT. 72), the Library cannot and will not disclose the existence, expectation of, or processing of any served court order, supoena or other legal instrument to any other person including the affected party. The Library assumes no liability for such non-disclosure. Any Library staff member will accept any duly served court order, supoena, legal instrument, etc. and will not discuss, question, photocopy, or otherwise duplicate such document but will promptly pass the served document to the Library Director. In the absence of the Library Director, the Librarian on duty will sign to guarantee Library receipt of the document on behalf of the Library Director and promptly route the legal document to the Vice President of Instruction.
Other authority: California Education Code, Part 47, Chapter 1.5, Article 5, Sections 76242-76243; and Library circulation records and other materials, subdivision (i), Section 6254 and Section 6267, Government Code.
Missing identification cards should be reported promptly to the Library. The Library assumes no liability for library-related business that was conducted through illegal use of a personal identity. The Library sends courtesy overdue notices prior to billing notices for long-overdue Library materials. You must be report possible illegal use of your I.D. to the Library prior to issuance of a Library billing notice, or you will be responsible for all fees incurred for non-returned Library materials.
Presentation of official photo identification is required for Library registration, patron record updating and most Library loan privileges. Mission College students will be required to present a current Mission College photo I.D. card. A current West Valley College photo I.D. card is the preferred I.D. for West Valley College students, but alternate official I.D. and enrollment verification will be accepted for West Valley College students. For faculty and staff, presentation of a current Mission College or West Valley College photo I.D. card is preferred and will expedite many Library services. Community patrons are required to present an official photo I.D. as well as their paper Mission College Community Borrower library card.
Acceptable photo identification includes, in priority order:
1. Mission College or West Valley College photo I.D card.,
2. Official state Driver's License or photo I.D. card,
1. Photo Passport,
2. Other photo I.D. upon the approval of the Librarian on duty
Library users without a Mission or West Valley College photo I.D. will be served after persons with valid Mission or West Valley College photo I.D. cards to expedite service lines. Users who do not present a Mission College or West Valley College photo I.D. will be required to present one of the other forms of photo I.D. to register or to borrow materials, and will be required to wait while Library staff verifies their enrollment or employment status. Community users must always present an acceptable photo I.D. along with their Mission College Community borrower card.
MISSION COLLEGESTUDENT COURTESY CHECKOUT: Mission Collegestudents without a Mission College photo I.D. are entitled to receive one "courtesy checkout" visit if other official photo I.D. is presented and campus affiliation is verified by a Datatel record verification. Library staff will advise the student how to obtain a campus I.D. card. A patron block (i.e., note) will be added to the student record indicating that the student has been advised of the student I.D. requirement. Future loans will be denied unless that student presents proper Mission College student I.D.
Official photo I.D. may be requested by any library staff member for Library services requiring registration.
rev. 4-14-04, approved librarians' meeting 4-14-04, rev. proposed 5-17-04
Exceptions to the photo I.D. requirement may include District-wide or College-wide computer system malfunctions, mitigating circumstances, College staff vouching for the identity of a faculty or classified staff member, and other service abnormalities.
Library staff will not generally accept college personnel vouching for the identity/reliability of students.
To ensure continuous Library service and receipt of library notices, all Library registrants must keep their contact information current:
- 1. Permanent update: Report contact information changes (name, address, phone number, email address) to the Admissions and Records Office. Self-update of email, address and telephone number changes are available via MyWebServices. Once logged in to MyWebServices, select Change of Information (Email/Home Address/Phone Change). If written communication is preferred, an Information Change Form, is available at the Admissions and Records Office. These are the only means of permanently updating for contact information.
- 2. Temporary update: Report contact information changes (name, address, phone number, email address) to a Check Out Desk staff member. Library system user registration data will be updated on the spot. Temporary update information will be overwritten weekly by the Admissions and Records student data system.
If written communication is preferred, a Mission College Library Registration Form is also available.
Generally, address changes made in other offices on campus are not forwarded to the Library.
The Library assumes no responsibility for misrouted Library communications as a result of patron failure to keep their Library record current. Misrouted Library communications can seriously affect the Library user's ability to register for classes, receive their college transcript, or continue to use Library services.
rev. 09-22-08
Current, plus the last two years before they are expunged; unless they are a delinquent borrower, in which case the record is maintained until amounts due are paid. Once a patron record is expunged, there is no remaining online data concerning that individual.
Items currently on loan, items currently on hold, items currently overdue, items returned but for which fees and fines are owed. Links are maintained until the on-loan (or overdue) item is returned or the on-hold item is filled or expires. Once a transaction is resolved, there is no remaining online data linking a patron to an item.
Patron/Item Transactions are recorded on daily backup tapes managed by District Information Services. An archive of backup tapes is maintained for a running four week period, after which the tapes are recycled and the old data expunged. Full backups occur each Friday; partial/incremental backups take place Monday through Thursday.
